Employees using non-owned aircraft on University business must meet the University's minimum aviation requirements prior to piloting aircraft. These requirements have been established by the University and its insurance underwriters. The standards are based on general aviation exposure and experience.

Use of non-owned aircraft must be approved by the Chancellor. Complete the Application to Use Aircraft on UC Business and submit it to UCSB Risk Management for processing.

Employee pilots must provide evidence of aviation liability insurance with a minimum combined single limit for bodily injury, property damage, and passenger liability of $1 million per occurrence. A certificate of insurance, naming The Regents as additional insured must be provided to UCSB Risk Management.

Employee pilots must have a current private pilot's license and a minimum of 10 hours of flying time as pilot in command in the same make and model of aircraft in the preceding 90 days.

A current Pilot History Form must be on file in the Office of Risk Management, Office of the President and must be updated annually. (Call 893-2860 to obtain this form).
- To carry passengers, employee pilots must either have logged 500 hours of actual flight time as a licensed private pilot in command of an aircraft, or possess a valid commercial (or higher type) pilot license issued by the Federal Aviation Administration.
It is recommended that pilots, when in command of an employee owned, rented, or leased aircraft, show evidence of care, custody, and control coverage (loss of or physical damage to the aircraft) with a waiver of subrogation in favor of the Regents.
All other requirements of Business & Finance Bulletin G-28 and Business & Finance Bulletin BUS-63 shall apply. For additional information call UCSB Risk Management & Insurance at 893-2860. |

What are the requirements for chartering aircraft to do UC business? |

A University aircraft charter involves the exclusive use of an airplane by the University. Departments or University employees who wish to charter an aircraft on behalf of the University must work with the Purchasing Department to arrange aircraft charters. The department must complete a Application to Charter Aircraft and submit it to the Purchasing Department. The Purchasing Department will do a Purchase Requisition, Purchase Order, and Aircraft Charter Agreement based upon the information provided in the Application to Charter Aircraft.
All aircraft charters must be approved by the Chancellor. Complete the Application to Use Aircraft on UC Business and submit it to UCSB Risk Management for processing.
The University requires aircraft operators to provide proof, in the form of a certificate of insurance that names the Regents of the University of California as the certificate holder and as additional insured, that they have Aircraft Liability insurance (with combined single limit coverage for bodily injury, property damage, and passenger liability) as follows:

Charter of General Aviation Aircraft with 10 passenger seats or less:
$5,000,000 CSL per occurrence

Charter of Rotor Wing Aircraft not exceeding passenger and crew capacity of 10 persons:
$10,000,000 CSL per occurrence

Charter of Fixed Wing Aircraft with more than 10 passenger seats but less than 21 seats: $10,000,000 CSL per occurrence

Charter of Fixed Wing Aircraft with more than 20 passenger seats but less than 41 seats:
$25,000,000 CSL per occurrence

Charter of Fixed Wing Aircraft with more than 40 passenger seats:
$100,000,000 CSL per occurrence

Charter of Air Ambulance (Fixed or Rotor Wing type) not exceeding passenger and crew capacity of 10 persons: $20,000,000 CSL per occurrence
